There is a person named Chris Swindle. Noobz team, together with Chris, made it possible for us to make phone calls directly from our PSPs!
Probably not yet a swith-to solution, yet a funky thing to shock friends :).
A small PSP application called SIP Phone, or Furikup, reveals another potential of our PSPs - VoIP calls. Really, if we have a network connection over WiFi, there is unlimited number of network programs that may be created.

So, getting back to PSP phone calls.
There are 2 things to be awared before going further:
1. Custom Firmware
This application is not by Sony, yet by Noobz.eu guys, so you need a downgraded PSP. Consult
Putting Games on PSP article, if you do not know about downgrading/homebrew yet.
The creators guarantee it is going to work with 3.71 M33-2 firmwares.
2. VoIP (Voice-over-IP) account on any SIP server
SIP is the Session Initiation Protocol, and is used to control digital telephony.
You do not need to know that to make phone calls :).
Just
choose yourself a provider, there are free ones among them (so there is no need to pay anything).
Once you have these two things, hooray!
The software is free. The authors say it is still in testing mode, but you can try it now if you want to.
A couple of points:
Only audio calls now available
You can use different types of stuff to talk (Go!Cam, Talkman microphone, and SOCOM-style headset), and even send recordings (in WAV format)
Quite cheap! In many countries people can call your PSP for the standard price of calling in a city. Calls from PSP to PSP (or any other SIP phone) are basically free at all.
